The Quebec Experience programme (QEP) is the first level of provincial selection in order to obtain a Quebec Selection certificate that will lead you to permanent residency.

The Immigration and Refugee Protection Act aims to (among other goals) “protect public health and safety and to maintain the security of Canadian society”.
This is why some foreigners or permanent residents are not allowed to enter Canada. What are the reasons? Depending on your particular circumstances, I may be able to help you remain in Canada by asking for permanent residency based on humanitarian and compassionate (H&C) considerations.
A request based on humanitarian and compassionate considerations must be based on relevant factors. Such factors include establishment in Canada, links with Canada, superior interest of children affected by the decision, factors related to your home country, health factors (unavailability of medical treatment in home country), domestic violence, family separation, incapacity to leave Canada due to establishment… as well as any other unique or exceptional circumstances that can justify special measures.
There are different ways to gain permanent residency. I can help you identify the option most suitable to your situation.
One of the objectives of the Immigration and Refugee Protection Act is to “ see that families are reunited in Canada”
If a member of your family is in Canada, you could be eligible for sponsorship. This could be a route to obtain permanent residency.
Similarly you could sponsor your spouse, common-law partner, conjugal partner and dependent child, parents or grandparents in order for them to become permanent Canadian residents.

Aside from specific provincial programmes, the wider selection system for economic migrants in Canada is Express Entry.
The Express Entry process allows qualified workers to settle in Canada and obtain permanent residency. Candidates register in a province and their profile is ranked using a points system based on various criterias (age, diplomas, skills, language ability, experience). The federal government regularly invites a number of people to apply for permanent residency in which those with the maximum number of points are usually selected.
Express entry doesn’t work in Quebec. It’s the ARRIMA system that helps with the selection of candidates wishing to settle down in Quebec.
A points system is in use and profiles with the highest number of points are usually selected. But did you know that a valid job offer in a region can lead to being selected?

Anybody can register in the different pools for Canada and Quebec immigration, but the majority isn’t selected.
A more efficient solution is to consult an immigration professional before making a request to assess your score and see if any criterias can be improved on to better your chances of selection.
